Develop a software and sensor package to enable a team of robots to search for and detect human presence in an indoor environment.
spider-robotDescription: There are many research efforts within robotics in path planning, exploration, and mapping of indoor and outdoor environments. Operator control units are available that allow semi-autonomous map-based control of a team of robots. While the test environments are usually benign, they are slowly becoming longer and more complex. There has also been significant research in the game theory community involving pursuit/evasion scenarios. This topic seeks to merge these research areas and develop a software/hardware suit that would enable a multi-robot team, together with a human operator, to search for and detect a non-cooperative human subject. The main research task will involve determining the movements of the robot team through the environment to maximize the opportunity to find the subject, while minimizing the chances of missing the subject. If the operator is an active member of the search team, the software should minimize the chance that the operator may encounter the subject. As a simplification, the building layout could be given, although operating in an unknown environment with unknown obstacles is more realistic. The latter case should be studied at least in simulation. The software should maintain awareness of line-of-sight, as well as communication and sensor limits. It will be necessary to determine an appropriate sensor suite that can reliably detect human presence and is suitable for implementation on small robotic platforms. Additionally, the robot may not have the intelligence, sensing, or manipulative power to perform reconnaissance under full autonomy. For example, the robot may not be able to negotiate all obstacles, determine the course of action when confronted with difficult choices, or have sufficient team members to optimally search. Part of the research will involve determining what role the human operator will play in the search task. The system should flag the operator when assistance is required. Typical robots for this type of activity are expected to weigh less than 100 Kg and the team would have three to five robots.

PHASE I: Develop the system design and determine the required capabilities of the platforms and sensors. Perform initial feasibility experiments, either in simulation or with existing hardware. Documentation of design tradeoffs and feasibility analysis shall be required in the final report.

PHASE II: Implement the software and hardware into a sensor package, integrate the package with a generic mobile robot, and demonstrate the system’s performance in a suitable indoor environment. Deliverables shall include the prototype system and a final report, which shall contain documentation of all activities in this project and a user’s guide and technical specifications for the prototype system.

PHASE III: Robots that can intelligently and autonomously search for objects have potential commercialization within search and rescue, fire fighting, reconnaissance, and automated biological, chemical and radiation sensing with mobile platforms.

Executive order from 80’s May Explain FEMA Camps

President George W. Bush has signed executive orders giving him sole authority to impose martial law, suspend habeas corpus and ignore the Posse Comitatus Act that prohibits deployment of U.S. troops on American streets. This would give him absolute dictatorial power over the government with no checks and balances.

Bush discussed imposing martial law on American streets in the aftermath of the 9/11 terrorist attacks by activating “national security initiatives” put in place by Ronald Reagan during the 1980s.

These “national security initiatives,” hatched in 1982 by controversial Marine Colonel Oliver North, later one of the key players in the Iran-Contra Scandal, charged the Federal Emergency Management Agency with administering executive orders that allowed suspension of the Constitution, implementation of martial law, establishment of internment camps, and the turning the government over to the President.

John Brinkerhoff, deputy director of FEMA, developed the martial law implementation plan, following a template originally developed by former FEMA director Louis Guiffrida to battle a “national uprising of black militants.” Gifuffrida’s implementation of martial law called for jailing at least 21 million African Americans in “relocation camps.”  Brinkerhoff later admitted in an interview with the Miami Herald that President Reagan signed off on the initiatives and they remained in place, dormant, until George W. Bush took office.

Brinkerhoff moved on the Anser Institute for Homeland Security and, following the 9/11 terrorist attacks, provided the Bush White House and the Pentagon with talking points supporting revised “national security initiatives” that would could allow imposition of martial law and suspension of the Posse Comitatus Act of 1878, the law that is supposed to forbid use of troops for domestic law enforcement.

Brinkerhoff wrote that intentions of Posse Comitatus are “misunderstood and misapplied” and that the U.S. has in times of national emergency the “full and absolute authority” to send troops into American streets to “enforce order and maintain the peace.”

Bush used parts of the plan to send troops into the streets of New Orleans following Hurricane Katrina. In addition, FEMA hired former special forces personnel from the mercenary firm Blackwater USA to “enforce security.”

Blackwater USA, in its promotional materials, describes itself as “the most comprehensive professional military, law enforcement, security, peacekeeping, and stability operations company in the world,” adding that “we have established a global presence and provide training and operational solutions for the 21st century in support of security and peace, and freedom and democracy everywhere.”

Blackwater is also a major U.S. contractor in Iraq and has a contract with the Bush White House to provide additional security work “on an as-needed basis.”

The Department of Homeland Security established the “Northern Command for National Defense,” a wide-ranging program that includes FEMA, the Pentagon, the FBI and the National Security Agency.  Executive orders already signed by Bush allow the Northern Command to send troops into American streets, seize control of radio and television stations and networks and impose martial law “in times of national emergency.”

The authority to declare what is or is not a national emergency rests entirely with Bush who does not have to either consult or seek the approval of Congress for permission to assume absolute control over the government of the United States.

The White House press office would neither confirm nor deny existence of Bush’s executive orders or the existence of the Northern Command for National Defense.  Neither would the Department of Homeland Security.

The realization about the massive failure of the US media to report truthfully is a sobering slap in the face. The United States, brimming with nuclear and other weapons of mass destruction is pursuing a policy of world dominance and control, has a population that is kept in the dark–indeed brainwashed, concerning the most important and most dangerous events of our time.
The power of the Israel Lobby is an important component of keeping Americans in the dark. Recently I watched a documentary that demonstrates the control that the Israel Lobby exercises over Americans’ view of the Israeli-Palestinian conflict. The documentary is available here:documentary

As a result of the US media’s one-sided coverage, few Americans are aware that for decades Israel has been ethnically cleansing Palestinians from their homes and lands under protection of America’s veto in the United Nations. Instead, the dispossessed Palestinians are portrayed as mindless terrorists who attack innocent Israel.

If one reads Israeli newspapers, such as Haaretz, or publications from Israeli organizations, such as the Israeli Committee Against House Demolitions, one gets a radically different view of the situation than the propagandistic version delivered by US media and evangelical pulpits who mainly get the bulk of their information from the very media that reports in a very controlled and one sided manner.

Most Americans know of the 2000 attack by Muslim terrorists on the USS Cole in Aden harbor that resulted in 17 dead and 39 wounded American sailors. But few have heard of Israel’s 1967 attack on the USS Liberty that left 34 American sailors dead and 174 wounded. Pressured by the Israel Lobby, President Johnson ordered Admiral McCain, father of the Republican presidential nominee, to cover up the attack. To this day there never has been a congressional investigation.

The failure of the American media is again evident in the coverage of the Georgian-Russian conflict. The US media presented the conflict as a Russian invasion of Georgia, whereas in actual fact the American and Israeli trained and equipped Georgian military launched a sneak attack to kill and to drive the Russian population out of South Ossetia, a separatist province.

Russian peacekeepers, together with Georgian ones, had been stationed in South Ossetia since the early 1990s. On orders from Mikheil Saakashvili, the American puppet “president” of Georgia, the Georgian peacekeepers turned their weapons on the unsuspecting Russian peacekeepers and murdered them.

This action by Saakashvili, elected with money from the neoconservative National Endowment for Democracy, an election-rigging tool of US hegemony, was a war crime. In truth, the Russians should have hung Saakashvili, as he is far more guilty than was Saddam Hussein. But it is Russia, not Saakashvili, that the US media has demonized.

Americans have become perfect subjects for George Orwell’s Big Brother. They sit stupidly in front of the TV news or the New York Times or Washington Post and absorb the lies fed to them. What is wrong with Americans? Why do they put up with it? Are Americans the nation of sheep that Judge Andrew P. Napolitano says they are? Americans flaunt “freedom and democracy” and live under a Ministry of Propaganda.

Two decades ago, President Reagan reached agreement with Soviet president Mikhail Gorbachev to end the dangerous cold war. But every one of Reagan’s successors has sought to pick a new fight with Russia. In violation of the agreement, NATO has been taken to Russia’s borders, and the US is determined to put former constituent parts of Russia herself into NATO. In an effort to neutralize Russia’s nuclear deterrent and compromise her independence, the US is putting anti-ballistic missile bases on Russia’s borders.

The gratuitously aggressive US military policy toward Russia will lead to nuclear war. I am confident that if Americans elect John McCain, or the Republicans steal another presidential election, there will be nuclear war in the second decade of the 21st century. The neocon lies, propaganda, macho flag-waving, and use of US foreign policy in the interests of a few military-security firms, oil companies, and Israel are all leading in that direction.

The November election is perhaps the last chance to avoid nuclear war. But the opportunity might already have been missed. The Republicans have chosen as their candidate one of the most ignorant warmongers alive. The Democrats’ choice was between one of the most divisive women in America and a man of mixed race with a funny name. Considering American’s taste for war, the Democratic candidate could fail to defeat the GOP war candidate.

Many Americans will vote against Obama because he is black. Why does mixed ancestry confer the black label? If America’s population was predominantly black, would Obama be considered white?

Race and propaganda are more likely to determine the outcome of the November election than any awareness or consideration of real issues by voters.

The real issues are suffocated by the media. The American middle class is being destroyed by jobs offshoring and work visas for foreigners, while the incomes of the super rich are soaring. The US dollar’s reserve currency status is eroded. The US is massively in debt at home and abroad. Health insurance is unaffordable for the vast majority of the population. Injured veterans are being nickeled and dimed, while Halliburton’s profits escalate. Americans are losing their homes, while the US government bails out banks. Wars with Iran, Russia, and China are being planned in order to secure US hegemony.

Americans no longer have a government that is for the people and by the people. They have a government for and by special interests and an insane ideology.

But Americans have war, which lets them take out all their frustrations, resentments, and disappointments on “Muslim terrorists” and “Russian aggressors.” Few Americans are disturbed that 1.25 million Iraqis and an unknown number of Afghans have died as a result of American invasions based on Bush regime lies and deceptions. Even Americans, like Senator Biden, Obama’s selection for vice president, who understand that the wars are based on lies, still want the US to win. So, it was all a mistake and a deception, but let’s win anyway and keep on killing.

I know people who still complain that the US did not nuke North Vietnam. When I ask why Vietnam should have been nuked, they reply, “if we had nuked them we would have won.”

What would America have won? The answer is world loathing and the loss of the cold war.

For many Americans, war is like a sports contest in which they take vicarious pleasure and cheer on their side to victory. Millions of Americans are still bitter that “the liberal media” and war protesters caused America to lose the Vietnam war, and they are determined that this won’t happen again. These Americans have no realization that there was no more reason for the US to be fighting in Vietnam 40 years ago than to be fighting today in Iraq and Afghanistan or tomorrow in Iran.

Obama, if elected, is no guarantee against nuclear war. Obama has shown that he is as much under the Israel Lobby’s thumb as McCain. Obama’s foreign affairs advisor, Zbigniew Brzezinski, is not a neocon, but he was born in Warsaw, Poland, and has the Pole’s animosity toward Russia. The Bush administration has already changed US war doctrine to permit preemptive nuclear attack. With the US government determined to ring Russia with puppet states and military bases, war is inevitable.

Presidential appointees face confirmation in the Senate. Any of Obama’s appointees who might be out of step with plans for US and Israeli hegemony could expect opposition from large corporations and the Israel Lobby. There is no assurance that an Obama administration would not be positioned on “the issues” by the same special interests that have positioned the Bush administration.

Americans are filled with hubris, not with knowledge. Most of us have little awareness of the calamity that our government’s pursuit of complete dominance and control is bringing to its citizens and to life on our planet.

Air Force Seeks Complete Computer Control

The Air Force wants a suite of hacker tools, to give it “access” to — and “full control” of — any kind of computer there is. And once the info warriors are in, the Air Force wants them to keep tabs on their “adversaries’ information infrastructure completely undetected.”

The government is growing increasingly interested in waging war online. The Air Force recently put together a “Cyberspace Command,” with a charter to rule networks the way its fighter jets rule the skies. The Department of Homeland Security, Darpa, and other agencies are teaming up for a five-year, $30 billion “national cybersecurity initiative.” That includes an electronic test range, where federally-funded hackers can test out the latest electronic attacks. “You used to need an army to wage a war,” a recent Air Force commercial notes. “Now, all you need is an Internet connection.”

On Monday, the Air Force Research Laboratory introduced a two-year, $11 million effort to put together hardware and software tools for “Dominant Cyber Offensive Engagement.” “Of interest are any and all techniques to enable user and/or root level access,” a request for proposals notes, “to both fixed (PC) or mobile computing platforms… any and all operating systems, patch levels, applications and hardware.” This isn’t just some computer science study, mind you; “research efforts under this program are expected to result in complete functional capabilities.”

Unlike an Air Force colonel’s proposal, to knock down enemy websites with military botnets, the Research Lab is encouraging a sneaky, “low and slow” approach. The preferred attack consists of lying quiet, and then “stealthily exfiltrat[ing] information” from adversaries’ networks.

But, in the end, the Air Force wants to see all kinds of “techniques and technologies” to “Deceive, Deny, Disrupt, Degrade, [or] Destroy” hostile systems. And “in addition to these main concepts,” the Research Lab would like to see studies into “Proactive Botnet Defense Technology Development,” the “reinvent[ion of] the network protocol stack” and new antennas, based on carbon nanotubes.

raditionally, the military has been extremely reluctant to talk much about offensive operations online. Instead, the focus has normally been on protecting against electronic attacks. But in the last year or so, the tone has changed — and become more bellicose. “Cyber, as a warfighting domain . . . like air, favors the offense,” said Lani Kass, a special assistant to the Air Force Chief of Staff who previously headed up the service’s Cyberspace Task Force. “If you’re defending in cyber, you’re already too late.”

“We want to go in and knock them out in the first round,” added Lt. Gen. Robert Elder, commander of the 8th Air Force, which focuses on network issues.

“An adversary needs to know that the U.S. possesses powerful hard and soft-kill (cyberwarfare) means for attacking adversary information and command and support systems at all levels,” a recent Defense Department report notes. “Every potential adversary, from nation states to rogue individuals… should be compelled to consider… an attack on U.S. systems resulting in highly undesireable consequences to their own security.”
