Can You Identify This Aircraft

Can you Identify this plane?, is it even real?
I have seen images and video of many military and civilian aircraft but I can never recall seeing this plane, which appears to be a jet watercraft, and definitely looks military.
Anyone have any idea?

    this is called the caspian sea monster. It is a Soviet craft I believe there is only one. it is not an airplane as it will not fly. It is called a ground effect plane. It “flies” only a few feet off the surface. I can carry up to 1000 troops
